of bandit outrages and of fighting with the
Communists on the Kiangsi border. During December
the police received news of concentrations of
brigands near our frontier but no incidents occurred.
The Cantonese authorities continued to maintain a
small force at Sham-chun, to keep order in the
neighbourhood.
5. The declaration made by the Central
The
Government regarding Extraterritoriality was the
subject of a demonstration held in Canton on the 11th
of January under the auspices of the provincial
Kuomintang. A meeting held on that day on the
Estern Parade Ground concluded with a procession
around the city, which included in its route the
Sha Kee Road, opposite Shame en concession. report of the proceedings, which appeared in the
Canton vernacular papers, seems to indicate that, while the local government could not withhold its blessing from this demonstration, important officials were conspicuous by their absence, only three being mentioned as present, namely Fan Ki-mo, the Treasurer,
Lam Wan-k'oi, the Mayor, and Lo Man-chong, the Chief Justice. Apart from the Kuomintang organizations, the most prominent part in this affair was taken by the
Labour Unions and Associations of overseas Chinese.
No speeches were reported in the press and it is perhaps fair to suggest that publication was suppressed
by the Cantonese authorities.
